Il compte 18 s\u00e9nateurs et s\u00e9natrices du groupe\u00a0<\/span><\/span><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><i>Les\u00a0R\u00e9publicains<\/i><\/span><\/span><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">\u00a0et est dirig\u00e9 par la s\u00e9natrice Laurence Garnier.\u00a0Je me r\u00e9jouis que l\u2019institution s\u2019int\u00e9resse au sujet, et prenne le temps d\u2019\u00e9couter un point de vue technocritique et engag\u00e9\u00a0(dans l\u2019association\u00a0L\u00e8ve les yeux\u00a0notamment).<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Synth\u00e8se<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Il n\u2019y a pas de preuve scientifique en faveur de la num\u00e9risation massive de l\u2019\u00e9ducation. Au contraire, la balance b\u00e9n\u00e9fice\/risque du num\u00e9rique \u00e9ducatif penche en faveur d\u2019un arr\u00eat de la num\u00e9risation de l\u2019\u00c9cole et de l\u2019Universit\u00e9.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Le march\u00e9 mondial des EdTech est valoris\u00e9 \u00e0 254.80 milliards de dollars en 2021, estim\u00e9 \u00e0 605.40 milliards de dollars en 2027 (<\/span><\/span><span style=\"color: #0563c1;\"><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: medium;\"><u><a href=\"https:\/\/www.businesswire.com\/news\/home\/20220127005526\/en\/Global-EdTech-Market-Outlook-Forecast-Report-2022-2027---Market-Holds-an-Absolute-Growth-of-More-than-130---ResearchAndMarkets.com\" target=\"_blank\" rel=\"noopener\"><span style=\"font-family: Comic Sans MS, serif;\"><span lang=\"fr-FR\">Business Review 2022<\/span><\/span><\/a><\/u><\/span><\/span><\/span><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">). Pour comparaison, les industriels du tabac, un march\u00e9 estim\u00e9 \u00e0 873.2 milliards d\u2019euros en 2022 (<\/span><\/span><span style=\"color: #0563c1;\"><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: medium;\"><u><a href=\"https:\/\/www.skyquestt.com\/report\/tobacco-market\" target=\"_blank\" rel=\"noopener\"><span style=\"font-family: Comic Sans MS, serif;\"><span lang=\"fr-FR\">Skyquest 2024<\/span><\/span><\/a><\/u><\/span><\/span><\/span><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">), ont mis en place des strat\u00e9gies pour cr\u00e9er du doute scientifique qui ont retard\u00e9 de plusieurs d\u00e9cennies les indispensables mesures sanitaires. Nous sommes dans la m\u00eame situation avec le num\u00e9rique \u00e9ducatif : BigTech et EdTech d\u00e9ploient des strat\u00e9gies d\u2019influence via le financement d\u2019associations, d&rsquo;\u00e9tudes scientifiques de qualit\u00e9 discutable, d\u2019actions de formation et d\u2019accompagnement de terrain. Les gouvernements successifs sont complices au nom de l\u2019innovation, de la comp\u00e9titivit\u00e9 et de la croissance : la tr\u00e8s sainte Startup Nation.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">L\u2019h\u00e9g\u00e9monie des BigTech cr\u00e9e une d\u00e9pendance g\u00e9ostrat\u00e9gique aux \u00c9tats-Unis bien document\u00e9e, qu\u2019il est n\u00e9cessaire de limiter autant que possible. Les startups, en revanche, constituent une maladaptation \u00e9conomique moins document\u00e9e. Maladaptation, d\u2019abord parce que leur taux d\u2019\u00e9chec est extr\u00eamement \u00e9lev\u00e9, entre 60 et 90% selon les sources. Ensuite, parce que celles qui r\u00e9ussissent sont trop souvent rachet\u00e9es par des entreprises \u00e9tats-uniennes, d\u00e9placent leur si\u00e8ge aux \u00c9tats-Unis, ou entrent en bourse au NASDAQ. C\u2019est un g\u00e2chis d\u2019argent public qui accro\u00eet nos d\u00e9pendances et finance l\u2019\u00e9conomie am\u00e9ricaine. Il faut se d\u00e9barrasser des GAFAM et en finir avec les EdTech.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Il ne s\u2019agit toutefois pas de d\u00e9num\u00e9riser totalement, mais plut\u00f4t de num\u00e9riser d\u00e9mocratiquement, en se posant la question\u00a0<\/span><\/span><span style=\"color: #0563c1;\"><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: medium;\"><u><a href=\"https:\/\/www.numeriqueinteretgeneral.org\/nig-1-1\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-family: Comic Sans MS, serif;\"><span lang=\"fr-FR\">des justes fins et de la juste place<\/span><\/span><\/a><\/u><\/span><\/span><\/span><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">. Pour les dispositifs num\u00e9riques \u00e9ducatifs d\u2019int\u00e9r\u00eat g\u00e9n\u00e9ral, il faut s\u2019appuyer sur des logiciels libres, avec une articulation entre service public et structures de l\u2019\u00e9conomie sociale et solidaire. Cela favorise notre autonomie strat\u00e9gique fran\u00e7aise et europ\u00e9enne tout en cr\u00e9ant de l\u2019emploi durable et de qualit\u00e9. Il faut, pour y parvenir, un changement de posture au niveau des collectivit\u00e9s : financer des logiciels privatifs et des tablettes, ce n\u2019est pas moderne, c\u2019est un d\u00e9sastre \u00e9cologique, social, \u00e9conomique et sanitaire. Financer des logiciels libres et de la long\u00e9vit\u00e9 mat\u00e9rielle, \u00e7a, c\u2019est moderne.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Et si l\u2019on veut une \u00e9ducation de qualit\u00e9, la solution n\u2019est pas le num\u00e9rique. La solution, ce sont les enseignants et enseignantes. Il faut davantage de postes. Il faut des salaires beaucoup plus \u00e9lev\u00e9s (Dolton, Marcenaro-Gutierrez 2011). Il faut des b\u00e2timents chauds en hiver, frais en \u00e9t\u00e9. Il faut des personnes libres d\u2019utiliser des dispositifs num\u00e9riques, ou pas. Et il faut former massivement \u00e0 la p\u00e9dagogie, parce qu\u2019il y a un ph\u00e9nom\u00e8ne dont les b\u00e9n\u00e9fices sont prouv\u00e9s et significatifs : l\u2019effet-enseignant ou effet-ma\u00eetre (cf notamment Cusset 2011). Un bon enseignant ou une bonne enseignante peut compenser quasiment enti\u00e8rement les d\u00e9terminismes sociaux. Qu\u2019il s\u2019agisse de p\u00e9dagogie de la r\u00e9sonance (Rosa 2023), d\u2019approche par comp\u00e9tences (Poumay, Tardif, Georges 2017), d\u2019enseignement explicite (Gauthier, Bissonnette, Richard 2013), d\u2019apprentissage visible (Hattie 2009) ou de nombreuses autres pratiques, la formation \u00e0 la p\u00e9dagogie est probablement la meilleure strat\u00e9gie, tant pour favoriser l\u2019excellence que pour r\u00e9duire les in\u00e9galit\u00e9s.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Nous, enseignants et enseignantes, devons relever la t\u00eate : nous sommes des remparts contre la barbarie n\u00e9olib\u00e9rale. Nous sommes des r\u00e9sistants et r\u00e9sistantes face \u00e0 la num\u00e9risation forc\u00e9e du monde. Nous ne sommes ni ringards, ni d\u00e9pass\u00e9s, ni r\u00e9tifs au changement, ni des mammouths \u00e0 d\u00e9graisser.
