Elle concerne d\u00e9sormais la plupart des aspects de la vie quotidienne. Pour interagir avec des administrations, une banque, un fournisseur d\u2019\u00e9nergie, pour chercher un emploi ou un logement, pour acheter un billet de train\u2026, le num\u00e9rique est rendu incontournable. Ce passage au num\u00e9rique va souvent de pair avec la r\u00e9duction, voire la suppression, des canaux traditionnels d\u2019interaction comme le guichet, le t\u00e9l\u00e9phone ou le courrier postal.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><b>2 Europ\u00e9ens sur 5 en situation de vuln\u00e9rabilit\u00e9 num\u00e9rique<\/b><\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">La transformation num\u00e9rique s\u2019acc\u00e9l\u00e8re, alors que plus de 40\u00a0% de la population europ\u00e9enne ne maitrise pas les comp\u00e9tences num\u00e9riques de base\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb1\" target=\"Commission europ\u00e9enne, 2022. Digital Economy and Society Index (DESI) 2022.\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>1<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">]. Parmi les groupes les plus en difficult\u00e9 avec le num\u00e9rique\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb2\" target=\"Ibid., p.24. Selon le dernier rapport DESI, 75 % des personnes entre 65-74\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>2<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">], citons les personnes \u00e2g\u00e9es, les personnes peu dipl\u00f4m\u00e9es, les personnes sans emploi mais aussi les femmes, les personnes en situation de handicap et les personnes au statut migratoire pr\u00e9caire. Dans de nombreux cas, leurs difficult\u00e9s avec le num\u00e9rique s\u2019ajoutent \u00e0 des difficult\u00e9s sociales, provoquant un effet de \u00ab\u00a0double peine\u00a0\u00bb sur des personnes d\u00e9j\u00e0 vuln\u00e9rables. Parfois, leur impossibilit\u00e9 d\u2019acc\u00e9der \u00e0 certains services essentiels\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb3\" target=\"Les services sont consid\u00e9r\u00e9s comme \\\u00ab essentiels \\\u00bb lorsque leur faible ou\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>3<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">] \u00e0 cause de la r\u00e9duction des canaux hors-ligne aboutit \u00e0 une spirale d\u2019exclusion\u00a0: non-recours aux droits sociaux, exclusion bancaire, perte d\u2019autonomie, coupure de la fourniture d\u2019\u00e9nergie, etc.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><b>Une strat\u00e9gie europ\u00e9enne contradictoire<\/b><\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Ces constats sont r\u00e9v\u00e9lateurs d\u2019une situation paradoxale entre le v\u00e9cu de 40\u00a0% de citoyens europ\u00e9ens \u00e9loign\u00e9s de certains usages du num\u00e9rique, et une politique europ\u00e9enne poursuivant, presque aveugl\u00e9ment, le d\u00e9veloppement du num\u00e9rique.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Depuis 2011\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb4\" target=\"Commission europ\u00e9enne, 2011. Communication de la Commission au Parlement\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>4<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">], la Commission europ\u00e9enne est pourtant tenue de veiller au respect de certaines valeurs partag\u00e9es comme l\u2019accessibilit\u00e9, l\u2019\u00e9galit\u00e9 de traitement ou l\u2019acc\u00e8s universel, en ce qui concerne l\u2019ex\u00e9cution ou la fourniture de services d\u2019int\u00e9r\u00eat g\u00e9n\u00e9ral\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb5\" target=\"Notion d\u00e9signant un ensemble de services sociaux, \u00e9conomiques ou non\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>5<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">].<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">En 2017, le <\/span><\/span><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><i>Socle europ\u00e9en des Droits sociaux<\/i><\/span><\/span><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb6\" target=\"Adopt\u00e9 en 2017 par la Commission europ\u00e9enne, le Conseil et le Parlement\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>6<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">] consacrait pourtant le droit aux services essentiels en ces termes\u00a0: Toute personne a le droit d\u2019acc\u00e9der \u00e0 des services essentiels de qualit\u00e9, y compris l\u2019eau, l\u2019assainissement, l\u2019\u00e9nergie, les transports, les services financiers et les communications num\u00e9riques. Les personnes dans le besoin doivent b\u00e9n\u00e9ficier d\u2019un soutien leur permettant d\u2019acc\u00e9der \u00e0 ces services.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Ce socle, mat\u00e9rialisant des valeurs partag\u00e9es par les diff\u00e9rents \u00c9tats membres, est aujourd\u2019hui sacrifi\u00e9 sur l\u2019autel de la num\u00e9risation. La strat\u00e9gie <\/span><\/span><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><i>D\u00e9cennie num\u00e9rique<\/i><\/span><\/span><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"> de l\u2019UE fixe l\u2019objectif de 100\u00a0% des services publics, y compris les services de sant\u00e9, en ligne d\u2019ici 2030\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb7\" target=\"Commission europ\u00e9enne, 2021. D\u00e9cennie num\u00e9rique de l\u2019Europe : objectifs\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>7<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">]. Les autres services essentiels (banques, \u00e9nergie, transports en commun\u2026) poursuivent aussi la voie de la num\u00e9risation. En maintenant ce cap, l\u2019UE risque de priver 40\u00a0% de ses citoyens de droits et de services fondamentaux\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb8\" target=\"Charte des droits fondamentaux de l\u2019Union europ\u00e9enne (2012\/C 326\/02).\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>8<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">].<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><b>La formation et l\u2019automatisation des droits, des solutions probl\u00e9matiques<\/b><\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Certes, l\u2019Union europ\u00e9enne et ses \u00c9tats membres reconnaissent l\u2019urgence de former la population au num\u00e9rique et de mettre en place des dispositifs d\u2019aide au num\u00e9rique pour accompagner les personnes en difficult\u00e9. Les programmes d\u2019inclusion num\u00e9rique sont n\u00e9cessaires, mais ne sont qu\u2019une r\u00e9ponse partielle. L\u2019apprentissage du num\u00e9rique, en particulier des usages administratifs du num\u00e9rique, prend du temps. Pour les 20\u00a0% d\u2019Europ\u00e9ens qui ne maitrisent pas, ou pas bien, la lecture et l\u2019\u00e9criture\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb9\" target=\"Conseil de l\u2019Union europ\u00e9enne, 2016. Recommandation relative \u00e0 des parcours\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>9<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">], la route risque d\u2019\u00eatre tr\u00e8s longue. Et pour certaines personnes en situation de handicap, certains usages du num\u00e9rique sont tout simplement hors de port\u00e9e.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">L\u2019automatisation des droits, rendue possible par les technologies de traitement des donn\u00e9es \u00e0 grande \u00e9chelle, est pr\u00e9sent\u00e9e comme une solution \u00e0 la complexit\u00e9 et aux difficult\u00e9s administratives. Elle permettrait aux citoyens d\u2019avoir directement acc\u00e8s aux droits et services auxquels ils peuvent pr\u00e9tendre, sans d\u00e9marche sp\u00e9cifique. Quoique s\u00e9duisantes, ces technologies posent question d\u00e8s lors qu\u2019elles comportent un risque\u00a0de renforcement, voire d\u2019automatisation de discriminations sous couvert d\u2019objectivit\u00e9\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb10\" target=\"Dunja Mijatovi\u0107, 2018. Prot\u00e9ger les droits de l\u2019Homme \u00e0 l\u2019\u00e8re de\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>10<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">]. Justice sociale : quand les algorithmes de\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>12<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">], o\u00f9 des milliers de familles sont soup\u00e7onn\u00e9es, voire accus\u00e9es \u00e0 tort de fraude sociale par des algorithmes de contr\u00f4le renfor\u00e7ant des st\u00e9r\u00e9otypes racistes, classistes ou sexistes d\u00e9j\u00e0 pr\u00e9sents dans la soci\u00e9t\u00e9 et privant, dans certains cas, les m\u00e9nages de revenus indispensables \u00e0 leur survie.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><b>Un moratoire pour r\u00e9tablir l\u2019accessibilit\u00e9 des services essentiels, d\u00e9battre et l\u00e9gif\u00e9rer<\/b><\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Nous sommes conscients d\u2019aller \u00e0 contrecourant d\u2019une tendance aujourd\u2019hui consid\u00e9r\u00e9e comme in\u00e9luctable, mais il nous semble urgent d\u2019agir. Dans cet esprit, nous r\u00e9clamons l\u2019adoption d\u2019un moratoire qui g\u00e8lerait la progression de la num\u00e9risation des services essentiels \u00e0 l\u2019\u00e9chelle europ\u00e9enne. Nous r\u00e9clamons l\u2019adoption d\u2019un moratoire pour r\u00e9tablir l\u2019accessibilit\u00e9 de tous les services essentiels et garantir le maintien de canaux non num\u00e9riques d\u2019interactions entre les citoyens et ces services. Ces canaux non num\u00e9riques devraient \u00eatre de qualit\u00e9, disponibles en suffisance, et ne pas impliquer de surcout pour les usagers.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">En 2023, l\u2019Assembl\u00e9e parlementaire du Conseil de l\u2019Europe, repr\u00e9sentant la voix de 700 millions d\u2019Europ\u00e9ens, adoptait une r\u00e9solution sur la fracture num\u00e9rique recommandant aux \u00c9tats membres de passer d\u2019une logique de services publics enti\u00e8rement d\u00e9mat\u00e9rialis\u00e9s \u00e0 une logique de services publics enti\u00e8rement accessibles, y compris en maintenant un acc\u00e8s non num\u00e9ris\u00e9 aux services publics dans chaque cas o\u00f9 cela est n\u00e9cessaire \u00e0 garantir l\u2019\u00e9galit\u00e9 d\u2019acc\u00e8s aux services publics, leur continuit\u00e9 et leur adaptation aux usag\u00e8res et usagers.\u00a0[<\/span><\/span><a href=\"https:\/\/righttooffline.eu\/#nb13\" target=\"Assembl\u00e9e parlementaire du Conseil de l\u2019Europe, 2023. R\u00e9solution 2510 :\u00a0(\u2026)\" rel=\"noopener\"><span style=\"color: #0000ff;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\"><u>13<\/u><\/span><\/span><\/span><\/a><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">] Aujourd\u2019hui, un moratoire est n\u00e9cessaire pour que les \u00c9tats mettent en \u0153uvre la recommandation du Conseil de l\u2019Europe.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, serif;\"><span style=\"font-size: medium;\">Un moratoire est \u00e9galement n\u00e9cessaire pour organiser un d\u00e9bat d\u00e9mocratique au sujet de la place que nous voulons accorder au num\u00e9rique dans nos vies et dans nos soci\u00e9t\u00e9s. Sur base des r\u00e9sultats de ce d\u00e9bat, il sera possible de planifier et de concevoir collectivement une transformation num\u00e9rique soutenable et adapt\u00e9e aux volont\u00e9s et aux besoins r\u00e9els de la population.
